Federal Funding Advocacy Action Alerts

Title VI and Fulbright-Hays Funding

Senators Brian Schatz (D-HI) and Todd Young (R-IU) are circulating a bipartisan sign-on letter that urges the Senate Labor, HHS, Education and Related Agencies Subcommittee leadership to provide robust funding for Title VI and Fulbright-Hays in FY 2027.

The Coalition and the National Humanities Alliance and the Coalition for International Education are asking advocates to urge their Senators to sign on the Schatz-Young letter. The Action Alert urges Senators to support FY 2027 funding for TVI & FH at $85,664,000, including $75,353,000 for HEA-Title VI and $10,311,000 for Fulbright-Hays 102(b)(6).

State Department Educational and Cultural Exchange Funding

The House Appropriations Committee is preparing to mark up its version of FY27 State Department funding on April 23rd, with the full Committee considering that measure on April 28th. We have no time to lose to have our voices heard on the importance of the international scholarship, exchange and language programs operated by the State Department’s Bureau of Educational and Cultural Exchange. And we need to be loud because last year the Bureau sustained a $74 million cut and, in this year’s budget, the President has proposed to eliminate another $451 million, leaving the Bureau with only $215 million. Virtually all major programs would be eliminated or severely limited if this budget becomes law.

Please send an email to your Senators and Representatives and urge them to restore funding to FY25 levels for the Department of State’s Bureau of Educational and Cultural Exchange. Your emails must go up as soon as possible.

I urge restoration of the State Department’s Bureau of Educational and Cultural Exchange to its FY25 level of $741 million. After a $74 million cut in FY26, the proposed FY27 reduction of $451 million would be devastating. Programs like Fulbright, Gilman, and Critical Language Scholarships strengthen U.S. diplomacy and global readiness. These investments address critical language and cultural skill gaps and must be protected to sustain our nation’s international leadership.
